A Project That Does More Than Generate Power

The BOI-registered 1.3 GW Laguna Lake Floating Solar Project is not merely the largest planned floating solar facility in the Philippines. It is a deliberate experiment in linking renewable energy deployment with domestic industrial development. 

The Solar Floaters Supply Agreement

The agreement brings together SunAsia Energy Inc., BlueSolar Holdings Inc., Sungrow FPV Sci. & Tech. Co., Ltd., and Taison Industrial Corporation. Under the agreement, Taison will locally manufacture and deploy 75,000 solar floaters to support an initial 50 MW rollout through the country’s first green factory dedicated to renewable energy infrastructure. 

Why Local Manufacturing Matters

Beyond Cost Savings

The project revitalizes domestic manufacturing by leveraging local expertise in large-scale blow molding for infrastructure-grade components.  This is not simply about import substitution. It is about building a domestic supply chain that can serve future floating solar deployments across the archipelago.

The BOI’s Green Lane Initiative

Endorsed under the Green Lane initiative pursuant to Executive Order No. 18, the project underscores its national significance.  The BOI expressed full support, emphasizing alignment with national efforts to scale up renewable energy capacity, strengthen local supply chains, and attract strategic investments that foster inclusive, innovation-driven growth. 

The Government’s 3 GW Floating Solar Target

The Department of Energy, through Secretary Sharon S. Garin, lauded the collaboration as a model of how clean energy infrastructure can simultaneously drive industrialization and environmental responsibility. The energy department reaffirmed its policy direction and regulatory support, particularly in achieving its 3 GW floating solar deployment target. 

Regulatory and Environmental Oversight

The Laguna Lake Development Authority welcomed the development as a forward-looking solution to power generation using inland waters. The LLDA will oversee the sustainable development and regulatory compliance of floating solar installations within Laguna Lake. 

The Real-World Model

What makes this project distinctive is its integrated approach. It does not treat manufacturing as an afterthought or a separate policy objective. It embeds industrial development into the renewable energy value chain from the outset.

Moving forward, BOI, DOE, and LLDA will maintain close coordination among SunAsia, Sungrow, and Taison to ensure the timely manufacturing and deployment of the initial batch of floaters, paving the way for scale-up and replication across other sites. 

The Philippines is not just deploying floating solar. It is building the industrial capability to deploy it at scale—and to export that capability to a region hungry for proven clean energy solutions.
